EWS Reservation in Central Government Jobs – Eligibility, Income Limit, Certificate & FAQs

EWS means Economically Weaker Sections. For Central Government civil posts and services, EWS reservation provides 10% reservation in direct recruitment to persons who are eligible under the EWS criteria and who are not covered under the SC, ST or OBC reservation scheme.

One of the biggest mistakes candidates make is to look only at the ₹8 lakh income limit. EWS eligibility is not decided by income alone. The prescribed family income test and asset/property test both have to be considered.

  1. EWS is a separate 10% reservation category for eligible persons who are not covered by SC/ST/OBC reservation in the Central List.
  2. The income considered is for the financial year immediately preceding the year of application.
  3. For a job application, the crucial date for submitting the Income & Asset Certificate is generally the closing date of the application, unless the recruitment authority specifies another crucial date.

1. What is EWS reservation?

EWS reservation is a 10% reservation in direct recruitment to civil posts and services under the Central Government for persons belonging to Economically Weaker Sections who are not covered under the reservation scheme for SCs, STs and OBCs.

2. Is EWS reservation available to SC, ST and OBC candidates?

Persons belonging to SC, ST or OBC included in the Central List are not eligible for EWS reservation for Central Government posts and services.

Therefore, EWS is not an additional certificate that a person already covered by SC/ST/OBC reservation can normally use for Central Government recruitment.

3. What is the income limit for EWS?

The family’s gross annual income must be below ₹8 lakh.

Importantly, income from all sources is considered, including salary, agriculture, business, profession and other relevant sources.

4. Is EWS eligibility based only on income?

No. This is one of the most important points. Even if family income is below ₹8 lakh, the applicant may not qualify if the family possesses any of the specified assets beyond the prescribed limits.

Thus, both the income test and asset/property test matter.

5. Which financial year’s income is considered for EWS?

The income considered for EWS is the income for the financial year immediately preceding the year of application.

For example, if the application is made during 2026-27, the relevant family income is generally that of financial year 2025-26, subject to the particular recruitment instructions.

6. What is the most important date for an EWS certificate in a job application?

The crucial date for submission of the Income & Asset Certificate may be treated as the closing date for receipt of applications, unless the recruitment authority fixes another crucial date.

Therefore, candidates should not assume that obtaining an EWS certificate after the application closing date will automatically be acceptable.

7. Can I get an EWS certificate after the closing date of a job application?

Candidates should be extremely careful here. The DoPT instructions provide that the crucial date may be the closing date of application unless another date is specified. The official FAQ further states that Income & Asset Certificates issued subsequent to the crucial date and for a later financial year may be treated as major discrepancies.

Therefore, do not wait until after the closing date. Follow the exact requirement in the recruitment advertisement.

8. Is ₹8 lakh gross income or income after deductions?

The EWS FAQ clarifies that it is the gross salary/gross income that is relevant. Merely having a lower taxable or total income after deductions does not change the gross-income test.

9. Is pension or family pension counted as family income for EWS?

Yes. The official EWS FAQ specifically states that monthly pension/family pension is counted for family income.

10. What are the main property limits for EWS?

The following assets can exclude a family from EWS eligibility irrespective of income:

  • 5 acres or more of agricultural land
  • 1000 sq. ft. or more residential flat
  • 100 sq. yards or more residential plot in notified municipalities
  • 200 sq. yards or more residential plot in areas other than notified municipalities

11. If parents own property above the limit but have more than one child, can one child still get EWS?

No. Property held by the family in different locations is clubbed for applying the land/property holding test. The fact that the property has not yet been distributed among the children does not by itself remove it from consideration.

12. Are properties in different cities or districts clubbed together?

Yes. Property held by a family in different locations, places or cities is clubbed while applying the property holding test.

13. Who is included in the definition of “Family” for EWS?

For EWS purposes, “Family” includes the person seeking reservation, his or her parents, siblings below 18 years, spouse and children below 18 years.

This definition is important because income and property are not necessarily limited to what is held in the applicant’s own name.

14. If I do not live with my parents, will their income/property still count?

The official FAQ makes it clear that merely living separately from parents does not create a different definition of “Family”. Property and income of parents are to be considered according to the prescribed EWS family definition.

15. Is property belonging to grandparents counted as parents’ property?

The official FAQ states that a grandparent is not included in the definition of “Family” under Para 4.3 of the DoPT O.M. dated 31.01.2019.

16. Is agricultural land of 5 acres or more a disqualification?

Yes. A family owning or possessing 5 acres or more of agricultural land is excluded from EWS identification, irrespective of family income.

17. Does a residential plot count even if no house has been constructed on it?

Yes. For EWS purposes, a residential plot means a plot intended for construction of a residential house, whether or not the house has actually been constructed.

The entire area of the plot is taken into account subject to the applicable municipal/panchayat rules.

18. Is a commercial property also considered under the residential property test?

The official FAQ clarifies that, for the purpose of the EWS residential flat/plot definition, the term is interpreted to include commercial property as well, because excluding commercial property would result in an unjust outcome.

19. If a person belongs to OBC in a State list but not in the Central OBC List, can they apply for EWS?

The official FAQ states that a person belonging to OBC in a State list but not in the Central List can apply for the Income & Asset Certificate for Central Government posts/services, subject to satisfying the other EWS conditions.

20. Can an EWS candidate compete for an unreserved vacancy?

Yes. An EWS candidate cannot be denied the right to compete against an unreserved vacancy.

If an EWS candidate is selected on merit and not because of the EWS reservation, the candidate is not counted against the EWS reserved quota.

21. Does EWS reservation apply to promotion?

The EWS reservation scheme under the cited DoPT O.M. is for direct recruitment to civil posts and services under the Central Government. It should therefore not be treated as a general reservation scheme for promotion.

22. Is there a separate EWS reservation roster?

Yes. Government establishments are required to operate the prescribed reservation roster for direct recruitment and incorporate EWS roster points along with the existing reservation categories.

The EWS reservation is effective for direct recruitment vacancies to be notified on or after 01.02.2019.

23. What happens if an EWS reserved vacancy cannot be filled?

An unfilled EWS vacancy is not carried forward to the next recruitment year as backlog. A further attempt during the same recruitment year is desirable. Thereafter, the vacancy may be dealt with according to the prescribed instructions.

24. What happens if an EWS certificate is found to be fake or false?

Appointment of an EWS candidate is provisional and subject to verification of the Income & Asset Certificate. If verification establishes that the EWS claim is fake or false, the appointment/service can be terminated and other action may also follow under applicable law.

25. Is there a prescribed format for the Central Government EWS Income & Asset Certificate?

Yes. The prescribed Income & Asset Certificate format for Central Government posts and services is provided in Annexure-I to the DoPT O.M. dated 31.01.2019.

26. What if the “Valid for the year” field on the EWS certificate is blank?

If the income and assets have been calculated for the correct financial year and that financial year is mentioned in the body of the certificate, the matter may be referred back to the issuing authority for confirmation and filling in the validity year.

However, if neither the financial year nor the validity year is mentioned, the official FAQ says that it may be treated as a major discrepancy and may invite rejection.

27. If the job application closes on 1 August 2026, which financial year is normally considered?

For an application in financial year 2026-27, the relevant family income year is generally 2025-26, because the EWS income test uses the financial year preceding the year of application.

The official FAQ gives the same principle through its example: where an application closed on 1 August 2022, the income year was 2021-22 and the certificate was valid for 2022-23.

28. Can a certificate issued after the crucial date be rejected?

It can create a serious problem. The official FAQ states that Income & Asset Certificates issued after the crucial date and for a later financial year may be treated as major discrepancies.

This is why candidates should arrange the certificate well before the application deadline instead of assuming that it can be obtained later.

29. What if my family income is below ₹8 lakh but we own property above the EWS limit?

The income limit alone is not sufficient. A family possessing any of the specified assets at or above the prescribed threshold is excluded from EWS identification irrespective of family income.

Therefore, a person cannot qualify merely by showing income below ₹8 lakh if the applicable asset/property test is not satisfied.

30. What is the safest checklist before applying for a Central Government job under EWS?

Before submitting the application, check all of these:

  1. You are not covered by SC/ST/OBC reservation in the Central List.
  2. Your family gross annual income is below ₹8 lakh.
  3. The income relates to the financial year immediately preceding the year of application.
  4. The family satisfies all the prescribed property/asset conditions.
  5. Your Income & Asset Certificate is in the prescribed format.
  6. The certificate contains the relevant financial year and validity information.
  7. The certificate is issued by the competent authority.
  8. You have checked the recruitment advertisement for the exact crucial/cut-off date.
  9. You have ensured that the certificate requirement is satisfied by the relevant date, rather than assuming it can be produced later.
Bottom line: For EWS recruitment, do not look only at the ₹8 lakh figure. Check category + previous financial year’s gross family income + family assets + certificate validity + recruitment cut-off date.
